Written as the novel coronavirus emerged, the typewritten notes show Dr. Fauci musing on Jan. 26, 2020, that Wuhan’s wet market acted as an “amplifier” rather than the initial source, while maintaining that the virus ultimately jumped from animals to humans.

The newly public documents emerge ahead of Dr. Fauci’s scheduled testimony under subpoena before the Senate Homeland Security Committee chaired by Mr. Paul. The ongoing investigation centers on whether the National Institute of Allergy and Infectious Diseases—which Dr. Fauci led for nearly four decades—funded “gain-of-function” research at a laboratory in Wuhan, China.
