China’s Tough New Rules for Humanoid Robot IPOs: What Are They Hiding?

Date:

China Tightens IPO Regulations for Humanoid Robot Startups

⚡ Quick Read (30-Sec Summary):

  • China’s CSRC raises listing requirements for humanoid robot startups.
  • Only a few companies may satisfy new criteria for going public.
  • Unitree raises significant funds but faces market volatility.

BEIJING — China’s securities regulator, the China Securities Regulatory Commission (CSRC), is increasing the requirements for public listings of humanoid robot startups, signaling a shift in a once-booming sector. This tightening follows a period of considerable scrutiny regarding whether artificial intelligence stocks are in a bubble.

According to three sources familiar with the CSRC’s directives, local “embodied AI” startups must now meet three specific criteria to be considered for public offerings:

  • Applicants must demonstrate sustainable revenue and commercial orders.
  • Losses must show a downward trend, supported by a forecast spanning three years.
  • Companies must have essential technology, such as a robotic brain or hands.

Despite indications that startups may only need to meet two of these three criteria, it remains uncertain which companies will qualify. This uncertainty has dramatically reduced expectations for the number of startups able to list on public markets.

At least two dozen humanoid-related embodied AI companies have applied to list in Hong Kong. Notably, Hong Kong opened the door for tech firms to file confidentially for IPOs in May 2025. The Hong Kong stock exchange and CSRC have not responded to requests for comments regarding these regulatory updates.

Unitree IPO Impact and Market Scrutiny

Recent scrutiny surrounding China’s burgeoning humanoid robot sector intensified alongside rising valuations, largely supported by government and private investments. Unitree, a leading industry player, was fast-tracked for its Shanghai listing on August 19, coinciding with the World Robot Conference in Beijing. However, founder Wang Xingxing highlighted potential commercialization challenges beyond “dancing robots,” indicating that practical applications remain years away. This statement stirred discussions about the actual capabilities of humanoids and their profitability.

Currently, China is home to over 100 humanoid companies as part of a national push for “embodied AI,” a term endorsed in the last two annual government work reports. However, authorities have warned of a potential bubble in the humanoid robotics market.

Investment in this sector surged to 47.09 billion yuan ($6.95 billion) in the second quarter of the year, more than doubling from the first quarter and increasing over six times from the same period in the previous year, according to industry analytics firm Xiniu. Unitree raised approximately 6.1 billion yuan ($905 million) during its IPO, but its stock has seen significant volatility, closing at 459.65 yuan following a debut surge of over 460%.

In contrast, Hong Kong-listed Ubtech has suffered a decline of more than 40% this year and reported an operating loss of 279 million yuan for the first half of 2026.

Such price fluctuations seem contradictory to the substantial influx of capital into the humanoid robotics field. Often referred to as “physical AI” in China, this technology has been viewed as a lucrative opportunity for investors amidst a growing interest in artificial intelligence. However, a recent analysis from the Rhodium Group revealed that China’s AI companies generate only about 10% of the revenue attributed to industry leaders like Anthropic and OpenAI, with higher ratios of valuation to revenue observed in Chinese startups.

Amid increasing expectations for upcoming IPOs among U.S. AI giants, chipmaker AMD announced its acquisition of World Labs for $8.2 billion in stock, a startup established by prominent AI figure Fei-Fei Li focused on developing AI models for creating virtual 3D environments used in humanoid robot advancements.
