Trump Weighs New Iran Diplomacy Against Threat of Resuming Airstrikes Amid Stalled Strait of Hormuz Shipping

President Trump stated on Monday that there was a strong chance for a breakthrough in a new round of diplomacy with Iran, while cautioning that he would swiftly restart airstrikes paused over the weekend if negotiations fail. Speaking to reporters aboard Air Force One, Mr. Trump asserted that Iran had taken a severe beating over the preceding 14 days and asked for a meeting, a claim that Iranian officials promptly denied. The renewed diplomatic push comes as two weeks of renewed U.S. military attacks have failed to achieve primary goals, including the restoration of free navigation through the critical Strait of Hormuz, leaving the efficacy of further negotiations uncertain as the November midterm elections approach.

Cease-Fire Collapse and Rising Energy Costs

Current diplomatic efforts are aimed at restoring a June 17 cease-fire agreement brokered through go-betweens Qatar and Pakistan that collapsed earlier this month. The initial accord had successfully halted U.S. strikes, lifted an American naval blockade on Iranian ports, and reopened the Strait of Hormuz before differing interpretations of the deal’s language triggered renewed hostility. Iran interpreted vague text as granting it administrative authority over the waterway, insisting that vessels follow a designated coastline route and launching attacks on alternate-route tankers. Consequently, shipping largely ground to a halt by early July, pushing oil prices above $100 for the first time in weeks and prompting Mr. Trump to reinstate the U.S. naval blockade and resume airstrikes.

Regional Flashpoints and Intermediary Negotiations

Despite a recent U.S. bombing pause, regional tensions remain acute, evidenced by Saudi Arabia intercepting multiple drones launched by Iranian-backed Iraqi militias on Monday, alongside reported drone attacks in Israel and Jordan. During a Monday news conference, Iranian foreign ministry spokesman Esmail Baghaei refuted claims that Tehran offered to negotiate in exchange for a bombing pause, maintaining that official communications with Washington will proceed exclusively via intermediaries. Meanwhile, Omani diplomats visited Tehran on Friday and Saturday for separate bilateral discussions regarding the management of the Strait of Hormuz, which runs through the territorial waters of both Oman and Iran.

Allied Coalitions and Domestic Political Pressures

As Prime Minister Benjamin Netanyahu of Israel prepares to visit the White House on Tuesday to advocate for a continuation of the military campaign, the Trump administration faces compounding domestic and international pressures. Congressional Republicans, increasingly anxious over high U.S. gas prices and their impact ahead of the midterm elections, are pushing for a swift resolution, with House Speaker Mike Johnson declaring last week that the conflict must be wrapped up. In response to strategic dilemmas regarding munitions supplies and regional security, U.S. and British officials are scheduled to convene in London this week to discuss forming an international coalition to protect commercial shipping in the strait.
