State Department Map Error at Brazil AIDS Conference Misidentifies African Nations

During an international AIDS conference in Brazil this week, a senior State Department health official utilized a faulty map of Africa to outline U.S. government H.I.V. program funding on the continent. The visual aid, featured during a pre-conference session at AIDS 2026 hosted by the International AIDS Society in Rio de Janeiro, was intended to indicate where health grants might be directed while focusing on the status of U.S. relations with African governments.

Geographic Discrepancies and Misplaced Borders Highlighted in Presentation Slide

The presentation graphic contained numerous geographic errors regarding African nations. Nigeria, typically a coastal country in western Africa, was depicted as landlocked in the Sahara, while Mozambique—a coastal state in southeastern Africa—was similarly landlocked and moved to the Horn of Africa. Furthermore, Ivory Coast was transformed into a southern African state, Uganda and Malawi appeared with inaccurate borders despite being in the correct vicinity, and Cameroon was referenced in the map legend but entirely omitted from the visual.

Analysis Reveals Artificial Intelligence Watermark on Altered Slide

An analysis conducted by Reuters on images obtained from the session discovered that the map bore an artificial intelligence watermark linked to OpenAI tools. In response to the backlash, the State Department issued a statement labeling the misprint an unfortunate error caused by a team member who hastily altered a slide prior to the presentation, emphasizing that the department accepts full responsibility.

Program Cuts and Subsequent Declines in Treatment Outlined Ahead of Conference

The geographic presentation error coincides with findings from a study set to be presented at the conference this week, which reveals that funding cuts implemented by the Trump administration last year to the President’s Emergency Plan for AIDS Relief (PEPFAR) have caused sharp declines in prevention and treatment. The largest global H.I.V. program supported treatment for approximately 77,000 fewer children in 2025 compared to the previous year, marking a 14 percent drop, as a State Department spokesman noted a transition away from a legacy assistance model toward genuine country ownership.
