Senate Republicans Block Military Infertility Coverage Expansion for Service Members
Republicans in Congress have quietly blocked a proposal to expand military health coverage for in vitro fertilization (I.V.F.) treatments, heeding the calls of anti-abortion groups to limit access to a fertility option that President Trump previously vowed to make more widely available. During a closed-door meeting of the Senate Armed Services Committee last month to draft the annual defense bill, all 14 Republican senators voted against adding the I.V.F. coverage provision, which had been offered by Senator Tammy Duckworth, Democrat of Illinois. The military currently limits coverage exclusively to active-duty service members whose infertility stems from an injury or illness sustained while on active duty, whereas Ms. Duckworth’s proposal sought to broaden availability to other service members and their families.
The committee’s outright defeat of the measure marks a sharp shift from previous years, reflecting deep divisions and political binds within the G.O.P. Last year, the Republican-led panel permitted Ms. Duckworth’s proposal to pass via a voice vote, and the defense bill ultimately cleared both the House and Senate with the language intact, although House Speaker Mike Johnson intervened to strip it out during final negotiations before enactment. This year, however, Republican senators banded together to bar the measure from the defense bill entirely. Before calling the roll-call vote, Committee Chairman Senator Roger Wicker, Republican of Mississippi, requested that the official opposing position of the anti-abortion organization SBA Pro-Life America be read aloud in the confidential meeting.
The legislative blockade highlights an ongoing disconnect between congressional Republicans and broader voter sentiment, including majorities of Republicans who support I.V.F. access. While many G.O.P. lawmakers publicly state support for I.V.F., religious conservatives remain deeply opposed to the method due to concerns regarding the creation and potential destruction of multiple embryos, aligning with groups like SBA Pro-Life America. The closed-door session also followed a withdrawn amendment by Senator Dan Sullivan, Republican of Alaska, which would have barred the Defense Department from paying for pre-implantation embryo testing and mandated that all embryos created in a single cycle be implanted.
The vote has sparked strong reactions from advocacy groups and lawmakers, raising questions about congressional commitment to the administration’s stated goals. Danielle Melfi, chief executive of Resolve: The National Infertility and Family Building Association, expressed frustration over the vote and noted the lack of any public repercussions from the administration. Meanwhile, Ms. Duckworth criticized her Republican colleagues for pushing the largest defense bill in the nation’s history while declining to allocate resources for service members, who experience double the rate of infertility compared to the general population.
